In form, the message is the samethe problems of French workers can only be solved by basic political change. But the context is new. For example, appeals to socialism are downplayed. The task of carrying out the first stage of the PCF's united front scenario is now primary. The enactment of the Common Program or something similar is now presented as the most profound aspiration of workers. In effect the PCF has been telling French workers for more than a decade that the road to socialism is through reformism.

As this process unfolded, former Communist "protest" voters began to think about supporting the Socialists. lt was during the municipal elections of 1977, however, that the party first realized that it would have to do something or lose a certain percentage of its traditional base. Bolshevik Dream 39 allies will disagree with the PCF's goals, to the degree that such goals are genuinely radical. At critical moments, then, the PCF may have to choose between fidelity to such goals and its alliance prospects.
